PayPal improves buyer protection cover in the UK

Same wide cover now applies to purchases on eBay and non-eBay websites
PayPal today (1 June 2010) introduced significant improvements to its UK buyer protection cover. PayPal’s 26 million UK-registered customers now enjoy the same cover regardless of whether they buy goods on eBay or other websites.
For the first time for non-eBay purchases, PayPal will cover1 claims where the goods received are significantly different from how they were described by the seller. (Until now, buyers from non-eBay websites were only covered if they did not receive the goods.)
Carl Scheible, Managing Director of PayPal UK, comments, "PayPal has steadily improved the protection it offers buyers over the last few years. Today’s changes are significant as they end the distinction between the cover we offer for eBay transactions and that available for purchases on other websites.
“The vast majority of PayPal transactions go smoothly, but buyer protection is important in reassuring buyers and refunding them if things do go wrong. Over half of all PayPal payments by value are now made on non-eBay websites, so we’re pleased to respond to calls from customers and consumer groups to strengthen buyer protection for non-eBay purchases.”
PayPal has emailed UK customers details of the changes, which are also flagged when customers log in to their PayPal account. Customers can also see the changes on the “Policy Updates” page which can be accessed via the “Legal Agreements” link at the bottom of most pages on www.paypal.co.uk. PayPal’s UK registered customers are now covered for claims for goods that are significantly not as described, regardless of where they were bought (on eBay, on other sites and in the UK or overseas) where a single payment was made with PayPal for the full value of the item. Buyers must open a dispute within 45 days of the payment date, and escalate this to a claim within a further 20 days. See above link for full eligibility criteria.
2 PayPal buyer protection cover only applies to payments for certain tangible, physical goods. Payments for intangibles, services, custom made items, airline flight tickets, eBay classified advertisements and items prohibited under our acceptable use policy are not covered.
